PHOENIX — A long-term care facility in Arizona where an incapacitated woman was raped and later gave birth is shutting down.Officials with Hacienda HealthCare announced Thursday that its board of directors determined it’s not sustainable to keep operating its intermediate care facility in Phoenix.The facility serves infants, children and young adults with intellectual or developmental disabilities who require a high level of medical care.Hacienda officials say they’re working with state agencies to develop a plan to move 37 patients to other facilities. Hacienda’s skilled nursing facility will stay open.A prosecutor is investigating after a 29-year-old incapacitated woman gave birth on Dec. 29. A former licensed nurse has been charged with sexual assault and vulnerable adult abuse.The Associated Press
Gammanpila said that UNESCO has not issued any warning to Sri Lanka on the cave as claimed by the Government.Prime Minister Ranil Wickremesinghe yesterday asserted that the Dambulla cave temple must be protected and steps must be taken to ensure it does not lose its world heritage status. The joint opposition today warned it will stage a mass protest if the Local Government (LG) election is not declared by October.Joint opposition Parliamentarian Udaya Gammanpila said that if an election is not declared by October the opposition will take to streets till the election is held. He also claimed there was no threat to the world heritage status of the Dambulla cave temple. He said that the joint opposition will not run scared of tear-gas and water cannons. Speaking to a group of monks, he said if steps are not taken to preserve the site in line with the recommendations of UNESCO by December 1st this year it will lose its world heritage status next year.The Prime Minister said that the Dambulla cave temple has been damaged in the recent past and there was a request to take steps to conserve the historic site. The already malnourished people are simply eating even less or relying on food aid,” he added.An estimated 12.6 million Ethiopians are now in need of food aid and pre-famine conditions are now reported in parts of the country, especially the south.FAO’s emergency projects, worth some $4.3 million, aim to help farmers cope with the crisis now and manage better in the future in the East African country, where animals are dying due to lack of water and feed after repeated failed harvests. They reach 2.3 million vulnerable Ethiopians, a total of 450 000 households.
The United Nations Security Council’ s Counter-terrorism Committee (CTC) says the implementation of a resolution to monitor and try to increase the capability of States to fight terrorism “is encountering serious problems, both at the States and at the (committee) levels.”The committee, which has the same 15 members as the Council itself, says in a report issued today the crucial prevention and suppression of the financing of terrorism “has the effect of placing new burdens on banking institutions and financial professions.”Some States argue that passing anti-money laundering legislation is enough to prevent the financing of terrorism, but the transfers of terrorist funds “have different characteristics from other criminal funds (for example, they may have a legal origin),” the report says.”Efforts to prevent the financing of terrorism are therefore undermined by the lack of transparency of international financial transactions and the weakness of national legislation to prevent inflows of criminal money.”Measures to improve State control over illegal or even informal financing systems should be considered as essential complements to the present banking regulations, the committee says.On the links between organized crime and terrorist groups, the report says trafficking of drugs, weapons and contraband generated by organized crime often constitutes a source of financing for terrorists, “thus efforts to combat organized crime are a direct means of preventing terrorist phenomena” as pointed out in Resolution 1373, adopted in the wake of the 11 September 2001 terrorist attacks in the United States.On the work of the committee, the report says the panel sometimes need the service of international experts who are regarded as short-term consultants, but are then expected to work for longer than a year without being granted the medical and other “benefits that would make living in New York feasible, let alone compensate them for the disruption of their careers.”These financial restraints are part of the broader situation in which the CTC finds itself, with a need now for experts on weapons of mass destruction, small arms, self-portable air defence systems and general technical assistance, it says.The present structure of the CTC makes it difficult to assess its costs and resources, preventing the CTC from accurately evaluating its performance. A complete budget would allow a certain degree of CTC accountability, it says.

“I am seriously concerned about voices saying that Greece is in a humanitarian crisis with shortages in medicines and food,” Juan Pablo Bohoslavsky, the UN Independent Expert on foreign debt and human rights, stressed in a press statement today. “Priority should be to ensure that everybody in Greece has access to core minimum levels of economic, social and cultural rights, including the right to health care, food and social security.”“A debt service burden that may be sustainable from a narrow financial perspective may not be viable at all if one considers the comprehensive concept of sustainable development, which includes the protection of the environment, human rights and social development,” he added. Mr. Bohoslavsky’s appeal comes just days after the Government of Greece and European institutions came to a bailout agreement requiring the Mediterranean country to undergo substantial reforms aimed at reducing the cost of the public sector.Speaking from Addis Ababa where he is currently participating in the Third International Conference on Financing for Development, the UN expert cautioned, however, that there remained a need to integrate social and distributional aspects in debt sustainability analysis to make fully informed decisions before new austerity measures.“Greece seems to be already in a situation in which insolvency and illiquidity are indistinguishable,” he continued. To that point, he noted the fissures in opinion on the substance of the new agreement between experts at the International Monetary Fund (IMF) and the Eurozone leaders.On Tuesday, the IMF, in fact, suggested that debt relief in the form of a so-called ‘haircut’ would have been the better choice to bring Greece’s debt back to sustainability. Mr. Bohoslavsky admitted that such an approach would have also helped reduce the country’s “unhealthy dependence on creditor institutions and reflect the principle of co-responsibility in the built-up of the public debt of Greece.”At the same time, the nature of the new agreement also called into question the nature of democratic institutions within the European framework, according to the UN expert, who referred to the recent referendum held by the Greek Government and which resulted in an overwhelming vote against further austerity. The referendum, he observed, appeared to produce little positive response from Greece’s official creditors. “If this people’s democratic pronouncement becomes almost irrelevant, there is obviously a great challenge in Europe on how the democratic dialogue integrates national, regional and financial interests at stake when negotiating debt agreements without compromising human rights.”Mr. Bohoslavsky has been invited by the Government of Greece to undertake an official visit to the country from 30 November to 7 December. He also plans to meet representatives from European institutions, the IMF and main creditor countries.

It’s the margin [that’s important], because we want to keep Texas strong[ly] Republican,” Patrick said in an interview afterwards. “The Democrats made a hard push against [Governor Greg] Abbott and myself in the last election with Battleground Texas, and they got beat by 20 points.”The lieutenant governor says he has been speaking to the Trump campaign about how to win over Texans put off by the nominee’s rhetoric. He’s hoping Trump follows the game plan he and Abbott used in 2014 to win over nearly half the state’s Latino voters.“And we did it with the following message: No one should have to die to come to this country. No one should suffocate in the back of an 18-wheeler. No one should be left in the desert to die like they are now by the drug cartels, who often drop people in no man’s land with no water, and they die in the desert before they ever get anywhere,” Patrick said.The lieutenant governor says he’d be comfortable if Trump carries the state by a margin of eight-to-10 points. On the funky “Paradise,” he acknowledges his maturity: “I’ve been thinking a little deeper/contemplation, getting cleaner.”Two of the better tracks, “Better” and “Saturday Nights,” appeared on Khalid’s recent EP “Suncity” and he reunites with producers Charlie Handsome and Digi, who co-wrote many of the tracks. Though lately he’s been collaborating with everyone from Halsey to Kane Brown, Khalid keeps the guest list light here (though John Mayer supplies nifty guitar work on “Outta My Head.”)Khalid’s sound has evolved and so has the fuller production elements.
